I think Rosanna is possibly my favourite one shot character in all of New Who. I don’t care if she is really a fish from space using a perception filter, she is a strong, powerful character and she knows exactly what she wants. She is doing what she sees as best for her species. She has a moral code, albeit a different one to most humans, or even the Doctor’s. One city for one species, it’s all she wants. Yet the Doctor will not give it to her, not on Earth. Yes, she does some horrible things, converting humans into space fish but you can see why she is doing it. After all, how far would we go to try and save the human race? Would we be above what amounts to murder, if it meant our species could live on?
